For the Cookies:
Cream butter in a mixing bowl. Gradually add powdered sugar and mix until light and fluffy. Add egg and vanilla and mix until thoroughly combined. Sift together flour, baking soda, cream of tartar and salt. Gradually add the flour mixture to the creamed mixture until combined completely. Shape dough into a ball and roll out into a lightly floured surface to 1/8-inch thickness. Using cookie cutters, cut dough into various shapes. Place on parchment paper lined cookie sheets and bake 10-12 minutes in a pre-heated 375-degree oven or until bottoms are golden. Cool completely.
For the Icing:
Place sugar and meringue in a mixing bowl and mix together. Add water and mix low to medium speed with a stand mixer for 7-10 minutes. If using a hand mixer, increase the time and beat until icing loses its sheen. To thin icing to desired consistency, add one tsp of water at a time. You can also divide icing into batches and add the food coloring of your choice. Decorate each cookie using icing and sprinkles. Let dry overnight and decorate with edible markers if desired.
