You will need:
12 mini marshmallows
Red edible marker
½ cup red candy coating wafers
Blue sugar sprinkles
12 red candy coating wafers
12 mini frosted cupcakes
Make vertical lines around a mini marshmallow.

Bake mini cupcakes according to your recipe or box mix instructions, Let cool completely.
To frost the cupcakes, simply put some white frosting on one side of a disposable piping bag and blue frosting on the other side. Then when you pipe on the frosting, the 2 colors will combine and make the perfect swirl! I used a Wilton #1M tip for piping.
Melt red candy coating according to package instructions.
Slightly dip one end of the marshmallow into the melted candy coating. Place dipped side down on wax or parchment paper to flatten and dry.
Then dip the other end of the marshmallow in the melted candy coating. Immediately place the dipped end into a small bowl of blue sugar sprinkles to coat.
Place the red candy coating wafer flat side up and attach the blue sprinkle end of the marshmallow on top of the flat side candy coating wafer with the melted candy coating so it resembles a tiny hat.
Put the marshmallow hat on top of a mini frosted cupcake.
